Three of the candidates list specific actions they would take to provide access to pre-k to all children in Philadelphia.

Abraham: calls for mandatory pre-k by 2020 and would use $20 million in City funds to jump-start expansion and proposes a Universal Pre-K Commission to identify best practices for improved collaboration between the City and the District to expand access to pre-k.

Kenney: plans to provide $60 million over three years to provide universal access to pre-k with two-thirds of the funding coming from the City and the rest paid for by non-profits or through community partnerships.

Williams: supports creating incentives for child care providers to expand in neighborhoods where they are most needed and supporting a wage tax credit to help low-income families afford pre-k.
